[红袍竞选] 2015 AGM and Election Nomination Information

On the 8th of April, six new core members of the committee will be elected, by you! Every paid member of the society has a right to run for and vote on the positions. We hope that all members would come to our Annual General Meeting (AGM) and steer the future of the society, no matter you are running or just voting. You will also learn how we did this year and have a say in how we will run next year. After all, this is a society supported by you and for you.

Only the six core committee positions will be elected in the AGM, they are President, Vice President, Secretary, Treasurer,Event Coordinator and Public Relations Coordinator. Other positions such as public relations officers,event officers will be recruited in the beginning of next academic year.
Election Timeline

April 3rd 23:59 - Online Nomination Ends, click here to nominate online
Candidates will be announced by us via our social media as soon as  possible after they submitted their nomination. Candidates' manifesto will be posted on the election forum at the same time on Monday, people are welcome to communicate and ask questions to the candidate on the posts.
April 8th 18:00 (6 p.m.) - AGM at Lochnagar Room in Mansfield Building
Drinks and snacks will be provided :)

Positions Responsibility



The aims of the Chinese Hongpao Society are
  • to provide peer-support and opportunities for Chinese speaking students to bond with other communities
  • to promote Chinese culture, and integrates the Chinese element to the diverse cultural environment in St Andrews

The key values of the society are
Democracy, Efficiency, Transparency, Non-political, Charity

The six executive committee members form a dynamic and decisive core of the society. While they have individual responsibilities and exercise high autonomy, they also work toegether to complement each other. They shape the major direction and progress of the society. Below is the breakdown of their responsibilities.

President
  • Set long term plan on all aspects of the society such as events, charity, sponsorship, membership benefits etc., in order to uphold the aims and key values of the society.
  • Formulate agenda of committee meetings and chair the meetings.
  • Assign roles and responsibilities of committee members and keep the team functional and in good spirit.
  • Represent the society in various events and other occasions.

Vice President
  • Make thorough action plan of events. Coordinate and oversee committee members to fulfill their responsibilities to keep up with the plan.
  • Advise the president to make informed and thoughtful decisions.
  • Chair the committee meeting and act other presidential responsibilities on occasions where president is absent.

Secretary
  • Act as the first point of contact for enquiries both external and internal, and direct them to relevant committee officers.
  • Manage society email account of hongpaosoc@st-andrews.ac.uk, check and reply emails on a regular basis.
  • Maintain membership list.
  • Responsible for sending membership newsletters of upcoming events and society updates to the mailing list.
  • Take minutes during every regular meeting, and hand them out to all committee members.
  • Collect events and other information from other societies and maintain the communication network.

Treasurer
  • Control of finance and assets of the society.
  • Keep accurate records of Bank Journal and Cash Book reflecting the financial situation in the society in order to budget and control cash flows.
  • Set long-term sponsorship target with sponsorship officer and oversees its implementation.
  • Make budget plan of events with events managers to maximise events cost-effectiveness.
  • Making summary of Cash Flow Accounts each academic session for auditing purposes.
  • Sell membership cards.

Public Relations Co-ordinator




    • Highly sociable and responsible, effective communication skills
    • Past experience in publicity, public relations or personal networkconnection with relevant institutions or individuals would be considered asadvantageous, but not madatory.
    • Good information searching skills
    • Communicate and build connection with relevant institutions or individuals,maintain a good Society image
    • Looking for sponsors
  • Supervising the officers execute their work

Event Co-ordinator

  • Highly responsible, sociable and has excellent communication skills.
  • Familiar with St Andrews and the University, knowledge about traditional/non-traditionalevents in town.
  • Organsing socials to maintain a close relationship between committee members.
  • Organising regualr social events to maintain a close relationship betweenthe committee and members.
  • Supervising the officers execute their work.




Election Rules - please read

  • Only paid members of the society can run for or vote on society positions. Please make sure you bring your Hongpao membership card (the white plastic card) when coming to the AGM. If you have lost your card you can verify your membership status at the time.
  • Each candidate can only run for one position.
  • Candidates can save and edit the nomination form before they submit it. The form cannot be modified after submission.
  • Each candidate will be required to make a speech of no more than 5 minutes in the AGM, followed by a question and answer session of 3-5 minuteswith voters. Candidates of the same position will be asked to remain outside the room in the meantime.
  • Voting of a particular position will begin after all candidates of the that position have finished their speeches and Q&As. Results will be announced immediately.
  • Voters can choose one of the candidates or RON (re-open nomination) on the ballot paper (to be provided by us).
  • Voting will be anonymous, using the single transferable vote system.
  • If someone can’t come to the AGM but wants to run for a position, they should submit a speech in advance to Qiaoyu Shen at qs3@st-andrews.ac.uk, which someone on the committee should read out. There can’t be questions for the candidate in this circumstance, but everything else is the same.
  • If someone can't come to the AGM but want to vote, they should email their candidates preference from 12:00 6th April to 12:00 8th April to the president Qiaoyu Shen at qs3@st-andrews.ac.uk or our society e-mail account hongpaosoc@st-andrews.ac.uk. Please use your personal Saintmail account for membership status verification.
